1. I am pleased to inform you that His Holiness Pope Benedict XVI has appointed Most Rev. Felix Anthony Machado, Bishop of Nashik, Bishop of Vasai.

The ecclesiastical provision was made public in Rome, on Tuesday, 10 November, 2009, at noon local time, corresponding to 16.30 hours, Indian Time.

Born on 6th June, 1948, at Remedy, Vasai, Most Rev. Felix Anthony Machado after his high school education graduated from University of Bombay in Indian and Western Philosophy. After completing his Philosophical studies at the St. Pius X College, Mumbai, he joined the Taizé Brothers in France where he did his Theological studies and obtained Licentiate in Theology from Lyons, France. He was ordained priest on 30th October, 1976 and after a stint of pastoral ministry at Vasai, he proceeded to U.S.A. for his higher studies. He holds M.A. in Theology from Maryknoll School of Theology, New York and Ph.D. from Fordham University, New York.

After returning from U.S.A., he taught Indian Philosophy, Theology and Introduction to Major Religions for seven years at the St. Pius X College, Goregaon. In 1993 he was called to the Vatican to work as an Official for Asia Desk in the Pontifical Council for Interreligious Dialogue. In 1999 Pope John Paul II nominated him Under Secretary of the Pontifical Council for the Interreligious Dialogue and was confirmed as Under Secretary by Pope Benedict XVI in 2005.

He was appointed Bishop of Nashik with the personal title of Archbishop on 16th January, 2008 and was ordained Bishop on 8th March, 2008.

We wish Most Rev. Felix Anthony Machado all the very best in his pastoral governance of the Diocese of Vasai and assure him of our prayers and wholehearted collaboration.

I hereby wish to inform you that His Holiness Pope Benedict XVI has accepted the resignation of Most Rev. Jose Mukala, Bishop of Kohima and has appointed Most Rev. Dominic Lumon, Archbishop of Imphal as the Apostolic Administrator of Kohima.

The ecclesiastical provisions were made public in Rome on Friday, 30th October, 2009, at noon local time, corresponding to 16.30 hours, Indian Standard Time.

Born on 19th August, 1948, at Kavikunnu, Pala, Kerala, Most Rev. Jose Mukala did his Minor Seminary studies at St. Joseph’s, Dibrugarh and at St. Paul’s, Shillong. After his Philosophy and Theology courses at Sacred Heart Poonamalee, Chennai, he was ordained priest on 10th April, 1978. He holds a Licentiate in Liturgy from the Istituto Liturgio di Sant’ Anselmo, Rome.

He served the Diocese in various capacities: as Asst. Parish Priest at St. Paul’s Church, Pallel-Manipur (1978-79); Administrator of Good Shepherd Seminary, Dimapur (1979-81) and Rector of the same institution (1984-89); Director of the Pastoral Center- Dimapur; Parish Priest of St. Mary’s Church, Kohima and Vicar General of Kohima Diocese. He was ordained Bishop on 15th March, 1998.

During the 12 years of his episcopal ministry, he was a dedicated and caring Pastor.

The Holy Father, Pope Benedict XVI has accepted his resignation from the pastoral governance of the Diocese of Kohima.

While we thank the Almighty God for the generous services of Bishop Jose Mukala for the Church in India and the society at large, we wish him God’s countless blessings and fruitful apostolate in the years to come.

Subject: Death of Most Rev. Daniel Acharuparambil, Archbishop of Verapoly.

Your Eminence/Grace/Excellency,

With much regret and sadness, I inform you that Most Rev. Daniel Acharuparambil, OCD, Archbishop of Verapoly, passed away on 26th October, 2009, at the Lourdes Mission Hospital. This 70 year old Prelate exercised his episcopal ministry for thirteen years with great dedication and pastoral zeal.

Most Rev. Daniel Acharuparambil was born on 12th May, 1939, at Pallipuram, Kerala. After his high school studies at his native village, he joined the Carmelite Order at Ernakulam in May 1956 and after his Philosophical and Theological studies at St. Joseph’s Pontifical Seminary, Alwaye, he was ordained priest on 14th March 1966.

Besides holding B.A. degree in Economics from St. Albert’s College, Ernakulam and M. A. in Indian Philosophy from Hindu University, Benares, he obtained his Doctorate from St. Thomas Aquinas Pontifical University, Rome. He taught at the Pontifical University Urbaniana (P.U.U.) from 1972 to 1996; at the Pontifical University of Lateran (1973-1983) and at the “Teresianum” (1976), Rome. He held other higher responsibilities while in Rome: Dean of the Faculty of Missiology, P.U.U. (1986-1988); Rector Magnificus of P.U.U. (1988-1994); Consultor of the Pontifical Council for Inter-religious Dialogue (1990-1995); Consultor of the Congregation for Evangelization of Peoples (1991-1996) and Member of the Pontifical Council for Inter-religious Dialogue.

On 5th August, 1996, he was nominated Archbishop of Verapoly and consecrated on 3rd November, 1996. Besides being Metropolitan Archbishop of Verapoly and member of the Standing Committee of CBCI, he was President of K.R.L.C.B.C. (1997 till death); President of K.C.B.C. (1998-2001 and from 2007 till death). From October 2008 till May 2009 he served as the Apostolic Administrator of the Diocese of Cochin.

Endowed with a broad outlook and deep inter-religious perspective acquired through his academic pursuits, he had great respect for all religions. His pastoral leadership and commitment were greatly appreciated even among people of other faiths. Within the span of 13 years, his dedicated services for the well-being of both clergy and laity are being gratefully acknowledged.

He had special love and care for the poor, needy and sick people for whose cause and welfare he spared no efforts. For instance, he established the Kristhujayanthi Hospital at Perumpilly, an extension of the Lourdes Hospital for them. A venture in the educational field entitled “Navadarshan” was started by him with the intention of giving a higher education for the poor talented boys and girls. Likewise he was instrumental in making the Little Flower I.T.I. into a sophisticated Institute with the latest technology for the uplift of the youth. In order to cater for the orphans hailing from different parts of Kerala, irrespective of caste and creed, he built a Boys’ Home at Koonamavu. A Nursing College was also instituted to render quality service to the sick. Besides establishing the Albertine Institute, St. Paul’s International School and Center for training the Laity, the Anthonia Bible College and Ashwas Counselling Centre bear witness to his keen interest in the wellbeing of his flock.

Besides renovating 11 Churches, he constructed 33 Churches in his Archdiocese. He also evinced great interest in raising the Church of our Lady of Ransom at Vallarpadam to the status of a National Shrine Basilica.

His personal human touch in his dealings with both the clergy and laity is being deeply appreciated. Ever keen in fostering the on-going formation of his priests, he also built for them a rest house in Thottuva so that they could relax and have their retreats. His missionary spirit was manifested in his initiative of sending seminarians to various mission stations in India during their formation period.

His funeral service which took place on 28th October, at St. Albert’s School grounds was largely attended by several Bishops, hundreds of priests, religious and lay faithful. He was buried at the St. Francis Assisi Cathedral. May God of Mercies grant this zealous Pastor and faithful servant of the Church eternal bliss and heavenly reward!

Subject: Demise of Most Rev. Pudhota C. Balaswamy, Bishop Emeritus of Nellore.

Your Eminence/Grace/Excellency,

With deep sorrow and much regret, I inform you that Most Rev. Pudhota C. Balaswamy, Bishop Emeritus of Nellore, passed away on 24th September, 2009. This 81 year old Prelate exercised his episcopal ministry for long 35 years with much dedication and intense pastoral zeal.

Born on 20th October, 1928, at Valarpuram, Chengalpet, Kancheepuram Dt., Tamilnadu, after his priestly studies, he was ordained priest on 24th April, 1955 for the Archdiocese of Madras-Mylapore. After obtaining Doctorate in Theology in Rome, he served in San-Thome Minor Seminary and subsequently as a Parish Priest at Pinjivakkam, Kilacherry and Vepery, Madras. Elected Bishop of Nellore on 17th December, 1973 he was ordained Bishop of Nellore on 19th March, 1974.

Multi-faceted personality and highly gifted, Bishop Balaswamy spared no efforts to live up to his challenging task as a Pastor of a vast Diocese and within three years of his episcopal ministry, he paved the way for the erection of the Diocese of Cuddapah. Urged by a tremendous zeal for evangelization, he formed several Animation and Evangelization Teams with well trained catechists, headed by two priests, who carried the Gospel message both within his diocese and throughout Andhra Region. These Teams proclaimed the Good News through different media v.gr. songs, street plays, folk dances, skits, etc. causing great spiritual impact on the villagers.

Eloquent preacher of the Word of God, he was a well-known retreat preacher particularly for priests and religious, seminarians and catechists, proclaiming God’s Word during various pastoral gatherings and regional celebrations. Endowed with a melodious voice, he sang praises to the Lord and composed several liturgical hymns mainly based on Biblical texts. Known as the “singing Bishop of Andhra Pradesh”, he brought out all his hymns and songs in the form of audio cassettes and CDs entitled as “Balaswaraalu”.

Immense has been his contribution in the realm of Liturgy. As President of APBC’s Commission for Liturgy, he was the main responsible for the publication of a number of liturgical books, particularly the Lectionary. By the time he retired, he sent the completed copy of the translation of Telugu Missal from the original Latin in which he played a major role, to Rome in 2007 and, after working on proposed corrections as per the instructions of Rome, he sent its improved version back to Rome by April 2009 and was awaiting the final official approval of the Telugu Missal, which would be his final gift to the Church in Andhra Pradesh. Right from the outset of his episcopate, Bishop Balaswamy was promoting with great zeal priestly vocations for his Diocese and today Nellore is vibrant with 149 priests serving both within and outside the Diocese and country, in addition to few hundreds of religious.

A great lover of seminarians, he knew all of them by name and even their families. He used to teach the minor seminarians singing and initiate them into meaningful participation in Liturgy. During their vacations, he accompanied them on pastoral camps thus preparing them for their future evangelizing mission and pastoral ministry. He was their spiritual guide, a true model and inspiration for a saintly living.

An ardent devotee of the Eucharist, he drew from the Most Blessed Sacrament all his strength to spend himself for the service of the poor and sick people. His compassionate heart went out to the physically and mentally challenged children. His magnanimity and charity are visibly seen in a school for the physically handicapped children, a school for the mentally retarded, a school for the children of gypsy parents, two schools for the children of leprosy patients besides several boardings and orphanages for poor boys and girls in the Diocese. Moved to pity and to provide some sense of human dignity to the lepers, he started three rehabilitation villages for them in consultation with the district authorities. Besides, 40 upper primary and elementary schools and 26 high schools were started and there are about 13 dispensaries, health centres and hospitals in the diocese.

Founder of the Diocese of Nellore Social Service Centre (DNSSS), he worked tirelessly for the welfare of the poor and downtrodden by means of various innovative social service activities, v.gr. loans to the Mahila Mandals, self-supporting schemes for the orphans and handicapped children, financial assistance to the aged, help for the land reclamations, assistance to the victims of fire, cyclone and tsunami, etc.

Many new parishes were created and new parish churches and presbyteries were built as well as 146 village chapels in the outstations of the parishes. His great devotion to Mother Mary is mirrored in the many Churches and shrines dedicated to her and particularly through the Diocesan Shrine of Our Lady of Velankanni that he built at Kodur, a great centre of pilgrimage.

His life and pastoral ministry is but a clear illustration of his faithfulness of the God given mission and his episcopal motto “Omnibus Omnia” (All things to all men).

Bishop Pudhota Balaswamy breathed his last on 24th September, 2009, after a brief illness and his funeral service took place at St. Joseph’s Cathedral, Nellore, on 26th September, which was largely attended by several Bishops, hundreds of priests, religious and lay faithful. May the God of Mercies grant eternal response and heavenly bliss to this zealous and caring Pastor and loyal servant of the Church!

Greetings from the CBCI Centre, New Delhi!


The 111th Standing Committee of CBCI met on 23-25 September, 2009 at St. John’s, Bangalore. Two sessions in the morning of 23rd were devoted to the General Body of the CBCI Society for Medical Education (St. John’s, Bangalore). The third session in the evening was the General Body of the National Biblical, Catechetical and Liturgical Centre (NBCLC). The Standing Committee is also the General Body of these two Societies.

At the first session on 24th September, after the Prayer and Welcome by His Eminence Cardinal Varkey Vithayathil, the Report of the previous Standing Committee was tabled for approval and thereafter passed. There were some points of action taken and for clarification.

1. The Reorganization of the CBCI was the first major point taken up from the Agenda of the 111th Standing Committee. As most of the proposals were agreed to at the meeting of the Special Committee for the Reorganization, the new draft proposals were approved after some further suggestions. There is a growing consensus that the Bishop Secretary General should permanently reside at the CBCI Centre.

2. The Report of the CBCI Special Commission for Evangelization was accepted with a good spirit of coming together of the three Churches. The Syro-Malabar Church has completed her study of the needs of the Church in India and the other two Churches agreed to complete their individual studies as envisaged under nos. 11 and 12 of the Report.

3. The preparation for the theme ‘YOUTH’ at the next General Body Meeting at Guwahati (arrival 23rd February and departure 04th March, 2010), was reported by the Commission for Youth. Archbishop Leo Cornelio (Chairman) and Fr. Alwyn D’Souza (Executive Secretary) presented the revised Concept Paper on Youth that was unanimously accepted. A total of six sessions on the first and second days of the Plenary Assembly were set aside for this main theme that would be titled: ‘Youth for Peace and Harmony’. Fr. V. M. Thomas, Director of Don Bosco Youth Center, Guwahati, the main venue of the Assembly, explained the arrangements for the accommodation of the Bishop participants in the two neighbouring Centers and the logistics of the Meeting, including the proposal for the Sunday Celebration with Holy Mass in the morning, time for sight-seeing around Guwahati town, and the evening Public Function. The organizers will arrange trips to the N.E. States and Dioceses for the Bishops who so desire according to the number of days they want to spend in the N.E. either before or after the Assembly.

4. St. John’s, Ranchi was next on the Agenda. The Feasibility Study was presented by the Team of Experts who had prepared the study. The concept ‘Lievens Gnana Gram’ was presented and appreciated by the Bishops present. This project has been accepted as one of the Centers of the CBCI and the implementing authority is vested in His Eminence Cardinal Telesphore Toppo, Archbishop of Ranchi, who is ably assisted by Fr. Alex Vadakumthala, former Executive Secretary of the CBCI Commission for Health Care. Regarding the name of the Medical College, the Standing Committee by majority vote decided for the name ‘Lievens Medical College’ instead of ‘St. John’s Medical College’.

The redrafted Memorandum of Association and Rules and Regulations of the CBCI Society for Medical Education, North India, were approved. Cardinal Telesphore Toppo was authorized to register the same with the concerned authorities in Ranchi.

5. The ‘Gender Policy’ discussed at the April 2009 Standing Committee where suggestions were made, was redrafted and once again presented at this meeting. After some suggestions and corrections, it was approved by the CBCI Standing Committee. It should be noted that except for one, all the Regions have approved their own Gender Policy on similar lines.

6. Archbishop Raphael Cheenath of Cuttack-Bhubaneshwar gave a more positive update of the situation in Kandhamal though the social ostracisation of Christians continues in some pockets. The construction of houses has been undertaken with funds received by the Archdiocese. Caritas and other agencies are also involved in the construction of houses for the victims. Harmony Groups and Peace Building programmes are also in progress and the Coordinating Agencies meet about once a week with government officials.

7. His Eminence Cardinal Oswald Gracias and Archbishop Felix Machado gave a brief reflection on the Inter-Religious Meeting organized on 12th June, 2009, in Mumbai between some Hindu Religious Leaders and a few Catholic Bishops. This meeting was called at the behest of His Eminence Cardinal Jean-Louis Tauran, President of the Pontifical Council for Interreligious Dialogue, who presided at the meeting. The conclusion of the meeting was that such dialogues should continue in the country at different levels.

8. The previous Standing Committee had in principle agreed that an analysis of the socio-political situation in the country should be made. A Study Committee consisting of Bishop Yvon Ambroise (Convenor), Abp. Raphael Cheenath, Abp. Leo Cornelio, Abp. Dominic Jala, Abp. Felix Machado and Abp. Stanislaus Fernandes (Secretary General) was formed. They would co-opt other experts as would be needed.

9. Cardinal Oswald Gracias informed the Standing Committee that the preparations for the Indian Mission Congress were reaching the final stage. One major concern continued to be the financing of the event as a good one-third of the dioceses had not yet sent their contributions. The total amount received from the two-third dioceses is Rs. 49 lakhs out of the budgeted Rs. 85 lakhs.

10. Bishop Thomas Dabre explained the Guidelines the CBCI Commission for Doctrine and Faith had prepared in connection with ‘Decriminalization of Homosexuality with reference to Section 377 of the I.P.C. He also indicated that the Prefect and some Officials of the Congregation for the Doctrine of Faith would visit India and meet with some Bishops and Theologians on 16-22 January, 2011. He would send detailed information about their programme.

11. There was a brief discussion and clarification on the CBCI-Coalition for Aids and Related Diseases. Abp. Stanislaus Fernandes expressed his concern about two points: one concerning Projects and certain financial implications for CBCI; and the second, the relationship of this Coalition with CBCI. Abp. Bernard Moras explained that there could be some understanding regarding financial implications. And regarding the relationship, CBCI-CARD was an independent Body though the Chairman of the CBCI Health Commission was its President and many of the members of the Coalition were part of CBCI Institutions and Commissions. However, CBCI-CARD could present a report to the Standing Committee.

12. Some new appointments were made while some former appointments were confirmed and extensions given:
(i) Fr. Lawrence D’Souza, Director of St. John’s was to complete his one year of probation in September 2009. His appointment was confirmed for five years.

(ii) Fr. Dominic Veliath, Executive Secretary of Doctrinal Commission completed his full term of six years in September 2009. His term was extended by three more years.

(iii) Rev. Msgr. Merugumala Chinnappa of Vijayawada diocese was appointed Spiritual Advisor for the National Council of India, Society of St. Vincent De Paul.

13. The Bishop-Representatives for Indo-Global Social Service Society would be: Bishop Gerald Almeida of Jabalpur taken as Member on the Board of Governors; Abp. Dominic Jala was nominated as Member of the General Body of the Society.

14. The CBCI Members of the CBCI-CRI Joint Committee were reviewed. Besides the Ex Officio members, namely, His Eminence Cardinal Oswald Gracias (Vice-President-I – ex-officio Chairman), His Beatitude Moran Mor Baselios Cleemis (Vice-President-II), Abp. Stanislaus Fernandes (Secretary General) and Fr. Thomas d’Aquino Sequeira, Deputy Secretary General, the following Bishop Members were elected for a new term: Abp. Albert D’Souza, Abp. Antony Anandarayar, Abp. Thomas Mar Koorilos, Abp. Vincent Concessao, Abp. Filipe Neri Ferrao and Bp. George Alencherry.

15. Archbishop Abraham Viruthakulangara gave some concrete information about the Jesus Youth, of which he is the Ecclesiastical Adviser. He was glad to communicate that some members of Jesus Youth were aspiring to become Priests.

16. Bishop Frederick D’Souza had written about the Apostolic Union of Clergy. He wished that Bishops encourage their Priests to join this Union in this Year of the Priests for their spiritual and ministerial upliftment. In this context it was pointed out that several renewal programmes were being planned for the benefit of Priests by the three Churches.

17. Bishop Thomas Macwan had expressed his concern for the destruction of human life through abortion, mercy killing, euthanasia. The Standing Committee agreed that this concern should be taken up by the Family Commissions of the three Churches.

18. The Bishops of Tamilnadu Region pleaded for the plight of the Tamils in Sri Lanka. The Standing Committee agreed that they take the lead and that the CBCI Center would support their initiatives as would be required.

19. The pending budget of NISCORT for the year 2009-2010 was presented and unanimously approved and passed.

20. The Audited Accounts of Catholic Council of India and CBCI Central Pool of Funds for the year 2008-2009 were approved and passed.

21. The Lenten Campaign collection is divided between the Dioceses and Caritas. 5% of the amount for Caritas is contributed to the SC/ST/BC cause. Since ST is now a separate Committee, the SC Commission has requested that the 5% be increased. After some discussion it was agreed that the amount be raised to 8% to be shared between the SC and ST.

22. It was pointed out that ‘Prison Ministry’ is a Desk approved by CBCI. It would continue to have its national office in its new premises on Sarjapur Road, Bangalore.

23. The topic of registration for Workers India Federation (WIF) was presented by Bishop Joshua Mar Ignathios, Chairman of CBCI Commission for Labour. Permission to form a national federation of all CBCI affiliated Labour Movements as well as for obtaining registration for WIF under the Societies Act of India was granted by the Standing Committee.

24. The next Standing Committee will meet at St. John’s, Bangalore on April 28 (Caritas) and April 29-30, 2010 (Standing Committee and CBCI-CRI). Please also note that the Standing Committee will have a short meeting on the eve of the Plenary Assembly at Guwahati, viz. on 23rd February, 2010 from 4.00 p.m. to 7.00 p.m.

Sub: Most Rev. Gratian Mundadan, Bishop of Bijnor, retires.

Your Eminence/Grace/Excellency,

I am pleased to inform you that the Holy Father Pope Benedict XVI has accepted the resignation of Most Rev. Gratian Mundadan, CMI, as Bishop of Bijnor of the Syro-Malabar Church. This 76 year old prelate served the Diocese of Bijnor with much dedication and great pastoral zeal and exercised his Episcopal ministry for long 32 years till his retirement on 14th August, 2009.

His Excellency Mar Gratian Mundadan belonging to the Carmelites of Mary Immaculate (C.M.I.) was born on 15th May, 1933 at Puthenpally in the district of Ernakulam, Kerala. He made his first religious profession in CMI Congregation in 1958 and after completing his priestly studies at Dharmaram College, Bangalore, he was ordained priest on 17th May, 1964. He holds a double academic degree of M.A. and M.Sc. from Madras University.

He was for a long time Director of Kerala Catholic Students’ League (1968-72). During this period he proved his spiritual leadership among the youth many of whom were greatly influenced by his serious commitment, loving care and magnanimous personality. He was outstanding in the field of education.

While he was teaching at the Sacred Heart College, Thevara, Ernakulam, he was nominated first Apostolic Exarch of Bijnor, which was bifurcated from the Diocese of Meerut, and took charge on 25th July, 1972. Five years later, His Holiness Pope Paul VI appointed him Bishop of Bijnor on 26th February, 1977 and he was ordained Bishop on 6th November, 1977. He took charge of the Diocese on 8th December, 1977 as its first Bishop.

Being entirely in a new situation, despite insufficient resources and personnel, he took courage and began building up the mission, ever faithful to his Episcopal motto: “Share and Bear: share God’s gifts, Bear the Burden of the Brethren”.

Bishop Gratian was a great visionary and zealous missionary who could realize the dream of a full-fledged diocese. Along with CMI Fathers, nine Congregations of Women religious are presently working in the diocese of Bijnor. Besides establishing several diocesan Commissions, he set up many educational institutions (both primary and high schools) in addition to a technical school. In the field of health care, there are in the diocese many dispensaries and four hospitals while in the realm of social welfare, some hostels for boys and for girls and Centres for the disabled were built.

At the national level, Bishop Gratian was elected thrice Vice-President-I of CBCI for two years’ term (1989-1992; 1992-1994; 2006-2008). He was also nominated Bishop Representative on the General Body of IGSSS for three years (2002-2005) and re-nominated for another term (2005-2008) and since 2008 he served as Bishop Representative on the Board of Governors of IGSSS.

On 15th July, 2006, Bishop Gratian Mundadan was appointed by the Holy Father Pope Benedict XVI Apostolic Visitator for the Syro-Malabar faithful in India extra territorium proprium.

While we feel truly proud of Bishop Gratian Mundadan’s caring and able pastoral leadership and thank the Almighty God for his generous services for the Church in India and the society at large, we wish him God’s countless blessings and many more years of fruitful apostolate as a retired Bishop.

Subject: Demise of Most Rev. John Mulagada, Bishop of Eluru.

Your Eminence/Grace/Excellency,

With much deep regret and sorrow, I inform you that Most Rev. John Mulagada, Bishop of Eluru, passed away on 16th August, 2009. This 72 year old prelate has exercised his episcopal ministry for long 32 years with much dedication and intense pastoral zeal.

Most Rev. John Mulagada was born on 12th December, 1937 at Marriveedu in the Diocese of Visakhapatnam. After his elementary education in his native place and high school studies at St. Anthony’s High School, Visakhapatnam, he began his priestly formation at St. Peter’s Minor Seminary, Cuddapah and continued at St. John’s Seminary, Nellore, which was moved to Hyderabad during the last few months of his theological studies.

After his priestly ordination on 4th January, 1965, he served in many parishes in Srikakulam district for brief stints before being appointed Parish Priest of Paikaraopeta in 1971 where he ministered for six years. Nominated Bishop of the newly erected Diocese of Eluru on 9th December, 1976, he was ordained Bishop on 5th May, 1977 and took charge as the First Bishop of the diocese of Eluru on 8th May, 1977.

Ever faithful to his episcopal motto “Illuminare Omnes” (To enlighten all) Bishop John constantly sought the will of God through prayer and strove hard to take care of his flock. The paternal tireless labour in the pastoral field, lasting over three decades, yielded a rich harvest. The strength of the faithful multiplied from about 76,000 to 2,85,000 and the number of diocesan clergy grew from 26 to over 100. Bishop John, a passionate and compassionate leader, entrusted many parishes and areas to the religious for their integral development. Presently, there are more than 20 men religious congregations and 40 women religious congregations engaged in the apostolate in the diocese. Similarly, at time of his taking over, there were only 12 religious priests, of whom 10 were PIME, while now there are almost 80 religious priests ministering in the diocese. The number of women religious also rose from 140 to over 540.

The fruits of the careful tending of the vineyard by Bishop John are the 100 parishes of which 10 are pilgrimage centers with shrines frequented by people of all religions. In the field of education and health care, thanks to the pastoral solicitude of Bishop John, people in the area are served by over 10 colleges, 200 schools, 70 orphanages, and about 40 hospitals and homes for the disabled.

Hailed as “People’s Bishop”, he showed much interest and took great pains to liberate the marginalized from their bondage. Through the Andhra Pradesh Social Service Society (APSSS) of which he was Chairman for over two decades, he promoted social awareness and literacy. Lakhs of poor people, especially the women, were challenged to organize themselves into self-help groups, take up saving schemes and self-employment projects. They were given training to be their own leaders which resulted in many of them getting elected as Sarpanches and people’s representatives of local civil bodies. Massive house construction projects were taken up by the Eluru Diocesan Social Service Center, which was founded by the kindhearted and great visionary Bishop John, as the coastal area of the diocese is prone to natural calamities like cyclone and storm.

This affectionate Bishop, father of millions in the Diocese of Eluru and in Andhra Pradesh is mourned not only by the faithful of his diocese but also by the people of all Christian denominations and religious affiliations. His venerable and cherished memory will be a constant source of strength and encouragement to carry forward his vision and works for the spread of the Kingdom of God.

Bishop John Mulagada breathed his last on 16th August, 2009 and his mortal remains were buried in the Cathedral of Eluru, which was built by him, on Tuesday, 18th August, 2009. His funeral service was largely attended by several Bishops, hundreds of priests, religious and lay faithful. May the God of compassion and love grant this committed pastor and faithful servant of the Church eternal bliss and heavenly reward!

Your Eminence/Grace/Excellency,

I am greatly pleased to inform you that His Holiness Pope Benedict XVI has appointed Rev. Fr. John Vadakel, CMI, Protosincello of the Eparchy of Bijnor of the Syro-Malabar Church, Eparchial Bishop of the same diocese.

This ecclesiastical provision was made public in Rome on Friday, 14th August, 2009, at noon local time, corresponding to 16:30 hours, Indian Standard Time.

Most Rev. John Vadakel, CMI, was born on 17th August, 1943, at Beslehem parish in the Diocese of Kothamangalam, Kerala. After his primary education in the Government School, Beslehem and high school at the Infant Jesus High School, Vazhakulam, he began his religious studies in the Carmel Monastery, Vazhakulam as an aspirant. After his novitiate at Christ the King Monastery, Karukutty, he made his first religious profession in the Carmelites of Mary Immaculate (CMI) on 16th May, 1964. After his Philosophical and Theological studies in Dharmaram College, Bangalore, he was ordained priest on 19th December, 1975.

He holds a Bachelor’s Degree in Physics from Kerala University, and he did his Post Graduate studies in Sociology from H N B Garhwal University - Srinagar, Uttarakhand.

After his priestly ordination he came to Bijnor in January 1976 and began his missionary life at Rajpur- Nawada Mission Station. He then was sent to Pauri and later on to Joshimath, in which places he started mission stations. Back to Pauri, he established a Christian community as well as built a convent and a school and set up a Sisu Bhavan at Buvakhal.

Subsequently, he was transferred to Bijnor as the priest-in-charge, where he constructed Tera Prem Church and a leprosy asylum. After serving the Diocese of Bijnor for 13 years, he was sent in November 1988 to Ghaziabad to serve Sanjo CMI Bhavan. There he also put up a building for St Joseph’s Academy and helped SABS Sisters to construct their school building at Mariam Nagar, and the Charity Sisters (CSC) to build the school for the handicapped and their hostel.

Thereafter, he was sent to Dharsana Institute of Philosophy, Wardha as its administrator. From Wardha he went back to Dharmaram College, where he pursued his M.Th. and successfully completed his Master’s Degree in Spirituality and Counseling. He then was appointed Master of Students of Philosophy in Dharmaram College, Bangalore, where he also constructed the Chavara Bhavan (the staff quarters).

While continuing as the staff member of Dharmaram College, he was elected Vicar Provincial of St John’s Province, Bijnor, in 1996. He also rendered his service as the Rector of St. Joseph’s Study House, Najibabad, Bijnor and constructed the provincial house (first floor) and the Church at Jalalabad, Najibabad. As Vicar Provincial he also built a nursery school at Ghaziabad. During this period he visited Ghana, America and Europe. While discharging the responsibilities of Vicar Provincial, Bishop Gratian Mundadan asked him to supervise the construction of UJALA, the Diocesan Pastoral Centre at Nimbuchaur, Kotdwar.

After serving the CMI Congregation in various capacities he returned to the Diocese of Bijnor and took up the charge of St. Mary’s Church, Najibabad, in June 1999. His tenure at Najibabad saw the emergence of the primary school building and the hospital there. He was also asked to look after the construction work of St Joseph’s Cathedral, Kotdwar. During his stay at Najibabad he helped the Franciscan Clarist Sisters of Noida Province to build their formation house and the school at Baria.

After serving six years at Najibabad, he was appointed Director of the Diocesan Pastoral Centre, Nimbuchaur, Kotdwar in June, 2005 and in March 2007 he was appointed Vicar General (Protosincello) of the Diocese of Bijnor, which post he held till his appointment as the Eparchial Bishop of Bijnor.

We wish Most Rev. John Vadakel hearty congratulations, renewed vigour and all the very best in his episcopal ministry and assure him of our prayers and wholehearted collaboration with regard to his Eparchy.

At the request of His Eminence Cardinal Varkey Vithayathil, Major Archbishop of Ernakulam-Angamaly and President of CBCI, I send this letter to pray for Peace and Harmony among all communities in our country. On 23rd July, 2009, Archbishop Raphael Cheenath and Leaders of the Christian and Secular Forums issued a Press Release that was sent to you. In accordance with his proposal, on Sunday 23rd August special prayers at Holy Mass, Holy Hours and Adoration may be organized in our Churches and Chapels for Peace and Harmony and for a Spirit of Reconciliation. The Press Release from Bhubaneshwar ended with the words: “Let us forgive and forget the past and build a strong and integrated civil society which is not ravaged by the evil designs...”

The Clergy, Religious and Faithful may also be encouraged to fast or abstain from a meal, and the amounts collected sent to the yet struggling victims who had to flee their homes which have yet to be rebuilt.

IGSSS has initiated a campaign to collect signatures to attach to a Memorandum that will be presented to the President of our country. Your collaboration will surely enhance the value of the Memorandum.

The ecclesiastical provisions were made public in Rome on Monday, 11th May, 2009, at noon local time, corresponding to 15.30 hours Indian time.

1. Most Rev. Arockia Sebastian Durairaj Alangaram, SVD, was born on 3rd May, 1957, at Thirunagar, Madurai, Tamilnadu. After doing his elementary school in his hometown and at Madurai, he entered St. Charles Seminary in Tiruchirapalli for the Society of the Divine Word in 1971, where he also attended the Pre-University Course. After completing the Juniorate program at Palda and the Novitiate at Khurda in 1978, in the Diocese of Indore, he made his perpetual profession at Pune on 12th June, 1984 and was ordained priest on 8th May, 1985 at Thirunagar.

He has a Postgraduate Degree in Counseling from Loyola University in Chicago and Doctorate in Counselor Education from Duquesne University in Pittsburgh (USA).

As a priest he served in various capacities: at Meghnagar and as Co-Pastor at Jhabua (1985-1987); as Procurator at the SVD Vidhya Bhavan, Bhopal (1987-1988); as Prefect at the Juniorate, Palda (1988-1993); as Spiritual Director at Khrist Premalaya Regional Philosophate, Bhopal (1995-1996); as Rector at the SVD Vidya Bhavan, Bhopal (1996-1999); as Assistant Director of Snehalaya, Center for Spirituality in Indore (2003-2004) and as Rector at the SVD Vidya Bhavan Philosophate, Bhopal (2004-2005).

In 2005, Fr. Durairaj was elected Provincial Superior of SVD Central Indian Province and was re-elected in 2008, which post he held till his appointment as Bishop of Khandwa.

2. Most Rev. Dev Prasad John Ganawa, SVD, was born on 8th December, 1951 at Panchkui, Jhabua, Madhya Pradesh. After his primary education at St. Theresa’s School, Panchkui and high school at Rajeswar Vidyalay, Mhow, he joined St. Thomas Minor Seminary, Mhow. He did his Philosophical and Theological studies at JDV, Pune and was ordained priest on 27th October, 1982. After his Graduation studies at the Degree College, Sendhwa, he did his Post-Graduation at the Ahilya University, Indore.

As a priest he served in many capacities: Assistant Parish Priest of the Cathedral Church, Khandwa (1982-1985); Asst. Parish Priest of the Catholic Church, Khargone (1985-1987); Rector of St. Thomas Minor Seminary, Mhow (1987-1992); Rector of Catholic Ashram, Palda (1992-1996); Parish Priest of St. Michael’s Church, Ranapur (1996-2002); Director of Maitri Sadan (Center for Dialogue and Communication) Udaipur (2002-2008) and Parish Priest of St. Arnold’s Parish, Meghnagar, which post he occupied till his appointment as Bishop of Jhabua. His Episcopal ordination will be held on 16th June, 2009, at St. Arnold’s School Ground, Meghnagar.

Subject: Death of Most Rev. George Marian Anathil, SVD, Bishop Emeritus of Indore.

With much regret and grief, I inform you that Most Rev. George Marian Anathil, Bishop Emeritus of Indore, passed away on 2nd May, 2009. This 77 year old Prelate exercised his episcopal ministry for long 36 years with great pastoral zeal and dedication.

Born on 28th June, 1932, at Athirampuzha, Kottayam in Kerala, after his high school studies, he joined the Society of the Divine Word (SVD) at Indore in 1951 and took his first vows in 1953. He did his Philosophy and Theology at the Pontifical Athenaeum, Pune, where he also obtained his Doctorate in Theology in 1965. He was ordained priest on 2nd October, 1959.

He worked at Divine Word Seminary, Pune, as a formator from 1960 to 1965. Then he returned to Indore and joined as a teacher and later as a prefect at the Catholic Ashram, Palda. In 1969, he proceeded to Rome and USA for special studies. He returned to India in 1971 and was appointed Rector of Palda Seminary. During his tenure as Rector, he served as the Vicar General of the Diocese for a short term.

He was ordained Bishop of Indore on 29th June, 1973. He committed himself wholeheartedly to the spiritual, social, economic and educational development of the Local Church.

With a view to fostering various apostolates in the Diocese, he invited many religious congregations with different charisms. Bishop Anathil introduced two main concepts in the Liturgy namely Indianization and Inculturation. To realize the vision and mission of the Diocese as the Communion of communities, he initiated the formation of Small Christian Communities and Small Human Communities based on Gospel values.

In order to have a faster development and better administration, he initiated the process for the establishment of Khandwa and Jhabua Dioceses from the original territory of Indore Diocese. Promotion of the local vocations and evangelization were his priorities. He established a Minor Seminary for the Diocese and was one of the founding fathers of the M. P. Regional Seminary.

Bishop George served as Chairman of the CBCI Commission for Social Communications for 4 years. During his term due to his initiative and interest the Media Desk at the CBCI Centre was started, which later on was upgraded as the Public Relations Office. He also served as member and Chairman of the FABC Office for Social Communications for a period of six years.

Though hard working and used to undertake a lot of traveling, he maintained good health till his spinal operation on 7th March, 2007. After the operation he could not recover and was almost bedridden for the past two years. Meanwhile, he retired on 24th October, 2008 and entrusted the responsibility to his successor Bishop Chacko Thottumarickal, SVD, and dedicated more time for prayer and reading.

On 2nd May, 2009 he breathed his last. The funeral service of Most Rev. George Anathil held on 4th May, 2009, at the Cathedral Church of Indore, was largely attended by several Bishops, hundreds of priests, religious and lay faithful. His mortal body was laid to rest in the SVD Cemetery, at Palda, Indore. May the Lord of Mercies grant this great pastor and faithful servant of the Church eternal bliss and heavenly reward!

Joseph Kariyil, Bishop of Punalur, Bishop of Cochin. He has also appointed Rev. Fr. Selvister Ponnumuthan, Bishop of Punalur.

The ecclesiastical provisions were made public in Rome on Friday, 8th May, 2009, at noon local time, corresponding to 15.30 hours Indian time.

1. Most Rev. John Thattumkal, S.S.C., was born on 23rd June, 1950 at Vallethodu, Diocese of Cochin, Kerala. He was ordained priest on 3rd August, 1974.

Besides his Masters Degree in Philosophy and B. Th. from Propaganda College, Rome, he holds a Doctorate in Canon Law and Civil Law from Lateran University, Rome.

From 1980-84, he served the Diocese of Cochin in various capacities: Pro-Chancellor, Chancellor, Diocesan Consultor, Procurator. He also held the post of Vice-Rector in Collegio Urbano, Rome (1988-92) during which time he was Professor of Canon Law in the Urbaniana University. Besides, he was Judicial Vicar of Kottapuram Diocese and Professor at the Sacred Heart College, Carmelgiri and at St. Joseph’s Pontifical Institute, Alwaye.

He joined the Cottolengo Congregation in 1985 and made his final vows on 7th October, 1991. He was ordained Bishop of Cochin on 25th June, 2000.

The Holy Father, Pope Benedict XVI has accepted his resignation from the pastoral governance of the Diocese of Cochin.

2. Born on 11th January, 1949, at Arthinkal, Diocese of Cochin, Kerala, Most Rev. Joseph Kariyil was ordained priest on 19th December, 1973.

He served his Diocese in various capacities: Asst. Parish Priest of Mundamvely St. Louis Church and of Santa Cruz Cathedral.

In 1978, he proceeded to Rome for his higher studies and holds a Doctorate in Moral Theology. After returning from Rome, he was appointed Parish Priest of St. Augustin’s Church, Aroor; Director of Pastoral Orientation Centre; Dy. Secretary of KCBC; Professor in the Seminary; Judicial Vicar; Vicar General of Cochin Diocese and Regional Director of Pontifical Mission Organizations.

He was ordained Bishop of Punalur on 3rd May, 2005. On 8th May, 2009, Most Rev. Joseph Kariyil was appointed Bishop of Cochin.

3. Most Rev. Selvister Ponnumuthan, belonging to the clergy of Neyyattinkara, was born on 10th August, 1956, at Viraly, Utchakkada, Kerala.

After his primary and high school at his native village and Pre-Degree at St. Xavier’s Thumba, Trivandrum, he joined the St. Vincent’s Minor Seminary, Palayam and St. Andrew’s, Thumba. After completing his Philosophy and Theology at St. Joseph’s Pontifical Seminary, Carmelgiri and Mangalapuzha (1975-81), he was ordained priest on 19th December, 1981.

From 1982 to 1991, he was engaged in pastoral ministry in Peringamala and its 7 mission stations. While serving as Prefect in the St. Vincent’s Minor Seminary, he was also appointed Parish Priest of Mylom and its sub-stations as well as made in charge of some other parishes for a short period of time. Besides his B.A. from University of Kerala and B. Ph. from the Pontifical Institute, Alwaye, he was sent in 1991 for higher ecclesiastical studies to Rome and he holds a Doctorate in Theology from the Pontifical Gregorian University, Rome,

After returning to his Diocese, he joined the Teaching Staff at St. Joseph’s Pontifical Institute, Mangalapuzha and Carmelgiri in 1996. After holding high responsibilities in these Major Seminaries as Formator, Vice-Rector, Dean of Theology, he was appointed Rector of the St. Joseph’s Pontifical Seminary, Carmelgiri in 2008, which post he occupied till the time of his appointment as Bishop of Punalur.

Greetings from the CBCI Centre, New Delhi!

The week April 21-23, 2009, found most of the members of the Standing Committee at St. John’s Bangalore in connection with the Caritas Council Meeting (April 21st morning), the Standing Committee (April 21st afternoon and 22nd whole day) and the CBCI-CRI Joint Meeting (23rd morning). The dates had to be advanced in view of some States going to the polls on 23rd. As it turned out, only two Archbishops had to depart on the morning of 23rd to cast their vote in their respective States. All the participants appreciated the active presence of Their Eminences Cardinal Varkey Vithayathil and Cardinal Oswald Gracias during the meetings, after their recovery.

The annual Caritas Council Meeting appreciated the many projects undertaken by Caritas-India under the guidance of the Chairman Bishop Peter Remigius, the Director Fr. Varghese Mattamana and Assistant Director Fr. Frederick D’Souza supported by the Administrator Fr. Chinnappa. Some suggestions were made: to study the possibility of having a couple of more Bishops on the Governing Board; the holding of this annual Caritas Council Meeting (and Standing Committee) during the last week of April - after the fourth Sunday of April; some temporary shelter for the persons displaced from their homes especially in the Kandhamal District. This last was considered urgent in view of the entry of the monsoon in those areas by June.

From the afternoon of Tuesday 21st April, the Standing Committee took up the Report of the previous 109th Standing Committee meeting and the Agenda that was circulated earlier by the CBCI Secretariat for this 110th Standing Committee.

1. In connection with the Reorganization, the Secretary General reported that a very fruitful consultation with Bishop Secretaries and their deputy Secretaries from the Regional Bishops’ Councils was organized at CBCI Delhi on 2-4 March, 2009. A follow-up is planned for 15-16 September, 2009. There will be a review of the Reorganization on 2nd July, 2009 among Commission Secretaries and Bishop Members of the Special Committee for Reorganization.

2. The proposed Medical College of CBCI for North India to be established at Ranchi was endorsed but no significant new decision was taken at the Standing Committee. The members felt that the feasibility study was a must, which would highlight the ethos of the proposed Medical College. Along these lines the Memorandum of Association and Rules and Regulations of the Trust could be registered and only then could the Standing Committee (St. John’s General Body) ask St. John’s to release whatever funds could be made available for the new venture.

3. The following appointments were confirmed/extended:

(i)  
Fr. George Plathottam, SDB, Executive Secretary of the Commission for Social Communications is to complete his one year of probation in June 2009. His appointment was confirmed for five years.
(ii)  
Fr. Mathew Abraham Puthenchirayil,C.SsR, Executive Secretary of the Commission for Health Care is to complete his one year of probation in August 2009. His appointment was confirmed for five years.
(iii)   Fr. Cleophas Dominic Fernandes, Director of NBCLC, is to complete his one year of probation in June 2009. His appointment was confirmed for five years.
(iv)   Fr. Stanislaus Tirkey, SJ, was appointed Secretary of Committee for Tribal Affairs.

 

 

 

 

 

 

4. The following will be the Bishop-Representatives on the FVTRS and NEG-Fire:

(a)  
Bishop Sebastian Adayanthrath was nominated as Bishop-Representative on the FVTRS in place of Bishop Mathew Arackal of Kanjirapally who has completed two terms. Archbishop Malayappan Chinnappa of Madras-Mylapore will continue to represent the CBCI.
(b)  
In place of Bishop Stephen Rotluanga of Aizawl, NEG-FIRE will have Archbishop Joseph Augustine Charanakunnel of Raipur as Bishop-Representative. Bishop Thomas D’Souza of Bagdogra will continue to represent the CBCI.

 

 

 

 

(The Standing Committee considered the principle of continuity: one ‘old’ and the other ‘new’. The Bishops also wanted a report from the representatives, and so one of the two is an Archbishop).

5. After the Yesu Khrist Jayanti 2000, a YKJ-Follow-up Committee to promote SCCs all over the country was established under the Doctrinal Commission. The Standing Committee decided that the Committee conduct a survey on SCCs in the Dioceses and to report to the coming General Assembly in 2010. Thereafter the YKJ-Follow-up Committee could be wound up and the SCCs linked with the Laity Commission.

6. The two proposals of Gandhiji’s Martyrdom Day on 30th January each year as a Day of Prayer with a few minutes silence all over the country and the role of us Catholics in a Second Freedom Struggle for our Motherland were taken up. The more practical suggestion for 30th January was that our Churches and Institutions could hold inter-faith Prayer Services. Regarding the Second Freedom Struggle, it was pointed out that the last General Assembly in Jamshedpur had taken up the theme of Probity in public life. This proposal needs to be activated.

7. As a follow-up of the Jamshedpur theme, the Women’s Commission has undertaken the framing of a Gender Policy for the Church. The draft policy was circulated among the Bishops for their comments. The policy covers several areas of life in the Church and Society and requires more time for reflection and discussion. Hence it will have to be taken up on another occasion.

8. The theme concerning YOUTH for the coming General Body Meeting has been entrusted to the Youth Commission that will collaborate with the Justice and Peace and the Labour Commissions. The Concept Paper was approved.

9. The earlier revised MOU between IGNOU and CBCI was signed by the Registrar of IGNOU and the Secretary General of CBCI in the presence of the Vice-Chancellor of IGNOU and the Members of the Standing Committee.

10. The MOU of NUCF has been approved by the Standing Committee.

11. Concerning the New Community Bible, Bishop Thomas Dabre stated that he expected that its revision would be completed by the end of the year 2009.

12. The Budgets of the CBCI Secretariat and of the Commissions were approved as presented. The Budgets of the Commissions were presented by their respective Chairmen. The Secretary General had earlier proposed to the Commissions this procedure so that the Commission Secretaries could avoid an unnecessary trip and save time and expenditure.

13. The Secretariat has proposed constructing more office-space on the open terrace outside the Chapel of the CBCI Centre. This will depend on the increased FSI available to the CBCI. The existing structure that is used for some domestic staff also needs extensive repairs. The Secretariat is considering the proposal to bring down the structure and build a new building according to the increased needs of the CBCI. Discussions for the increased office-space and the new building have been initiated with the Archdiocese of Delhi (that is the owner of the land) and accordingly new plans will be presented to the Delhi Municipal Authority.
14. The CBCI-CRI Joint Meeting was held on the morning of Thursday 23rd April.

I am greatly pleased to inform you that His Holiness, Pope Benedict XVI, has appointed Rev. Fr. Sebastian Kallupura, Bishop of Buxar.

The ecclesiastical provision was made public in Rome on Tuesday, 7th April, 2009, at noon local time, corresponding to 15.30 hours Indian time.

Most Rev. Sebastian Kallupura, belonging to the clergy of Patna, was born on 14th July, 1953, at Kottiyoor in Mananthavady Diocese, Kerala. After completing his high school studies at St. Thomas High School, Kelakam, Fr. Sebastian joined the Mission Home, Palai in 1971. After his intermediate studies in Palai, he entered St. Joseph’s Seminary, Mangalore, for Philosophy in 1973. In 1976 he went to St. Xavier’s College, Ranchi and after completing his degree course in 1979, he joined Papal Seminary, Pune, for his Theological studies. In 1983 he did B.Ed from St. Xavier’s College, Mumbai. On 14th May, 1984, he was ordained priest at his home parish Kottiyoor.

As a priest he served in many capacities: as Assistant Parish Priest at Jehanabad (1984); at Mokama (1985); at Sikandra in 1986 where he served the people for five years. In 1991 Fr. Sebastian was transferred to Mokama as the Parish Priest where he served for nearly 8 years. In 1999 he moved to NBCLC, Bangalore for a year of pastoral renewal course. Subsequently, he was appointed Assistant Treasurer of the Archdiocese. In 2003, he was made Director of Sewa Kendra, Patna, which post he relinquished in 2009 when he was appointed Director of the newly formed Bihar Social Forum, till the time of his appointment as Bishop of Buxar. His Episcopal Ordination will take place on 21st June, 2009 at Buxar.

We wish Most Rev. Sebastian Kallupura hearty congratulations and all the very best in his episcopal ministry and assure him of our prayers and wholehearted collaboration with regard to his Diocese.

I am pleased to inform you that His Holiness Pope Benedict XVI has appointed Most Rev. Thomas Dabre, Bishop of Vasai, Bishop of Poona. He will also remain as Apostolic Administrator of the Diocese of Vasai. The Holy Father has simultaneously accepted the resignation of Bishop Valerian D’Souza, who has served the Diocese of Poona with great pastoral zeal and much dedication. This 75 year old prelate exercised his episcopal ministry for long 31 years.

The ecclesiastical provisions were made public in Rome on Saturday, 4th April, 2009, at noon local time, corresponding to 15.30 hours Indian time.

  1. 1. Born on 23rd October, 1945, at Bhuigaon, Vasai, Most Rev. Thomas Dabre was ordained priest on 31st October, 1971, for the Diocese of Bombay. He was elected Auxiliary Bishop of Bombay on 21st April, 1990 and ordained Bishop on 27th May, 1990.

    On 22nd May, 1998, he was nominated First Bishop of the newly erected Diocese of Vasai, by His Holiness Late Pope John Paul II and installed as Bishop of Vasai on 15th August, 1998. On 4th April, 2009, Bishop Thomas Dabre was appointed Bishop of Poona.
    After his priestly ordination he was appointed Professor of Theology at Papal Athenaeum, Pune (1973). He was then deputed for higher studies in Theology to Berkeley University, Ann Arnor (USA) and Toronto (1982-1983). After his return he continued to be Professor at Papal Athenaeum from January 1984. During his episcopal tenure he engaged in various pastoral activities like expansion of ministry to the Tribals by providing enhanced staff and priestly personnel, setting up new parishes and churches and promoting Small Christian Communities. True to his episcopal motto ‘Peace be with you’, he worked zealously to involve the laity in the ministry of evangelization, interreligious dialogue and inculturation. He also fostered the study of theology for laity and media apostolate in the diocese. Besides setting up several pastoral Commissions he undertook various social projects for the poor and the marginalized. During his tenure he also built the Minor Seminary, the Junior College for indigenous adivasis, boardings, social service centres, houses of religious men and women as well as completed the Bishop’s House Complex.

    He is the Chairman of the CBCI Doctrinal Commission; Member of the CBCI Standing Committee and Chairman of the YKJ-Follow-up Committee. He is also member of FUREC (Founded for the Unity of Religions) and Member of the Pontifical Council for Interreligious Dialogue. He has to his credit several publications among which worthy of mention are ‘The God Experience of Sant Tukaram’ (his doctoral thesis); ‘Vasai Dharma-Prant’ and ‘Sunder Te Dhyan’, besides a collection of many literary articles on different themes. He also participated in various international conferences where he gave keynote addresses, presented papers and gave lectures/talks on different topics.

  2. Most Rev. Valerian D’Souza was born in Pune on 3rd October, 1933. Before commencing his priestly studies, he completed his B.Sc. degree course. He then obtained a Licentiate in Philosophy at the Papal Seminary in Pune and studied Theology at the Jesuit-run faculty Sankt George, Frankfurt, Germany. He was ordained priest on 29th June, 1961. He also obtained a Bachelor of Education degree and was Principal of Garrison High School (now St. Jude High School) Dehu Road. In 1971 he was appointed Vicar General of the Diocese and in December 1976 Vicar Capitular. On 9th July, 1977, he was appointed Bishop of Poona and ordained Bishop on 25th September, 1977. He was the first local priest from the diocese to be appointed as its Bishop.

    Ever faithful to the mission entrusted to him by the Lord, Bishop Valerian deepened his spiritual commitment and intensified his pastoral work by drawing his strength from his communion with the Lord through intense prayer. His devotion to Blessed Sacrament and Mother Mary was commendable. He was a caring shepherd and visited every parish in the diocese at least once a year, always keeping in touch with his priests, religious and catechists in the diocese. He fostered laity participation at all levels specially in the parishes and the Bishop’s Curia is a unique example of an active and effective management by lay people. He set up at the old Pastoral Centre located at Todiwala Road a laity training school named Soosandesh Kendra where a few priests and many lay people were trained to be evangelizers. Financial assistance was also given to lay persons to complete their theological studies at Jnana Deepa Vidyapeeth. New ministries like Prison Ministry, Family Apostolate, Commission for Labour, Ecumenism and Interreligious Dialogue, Catechetics and Liturgy were initiated. One of the major outcomes of the First Diocesan Synod held in February 2003 at Ishvani Kendra was to have a Diocesan Pastoral Centre for the formation of the laity and as such, Nav Sadhana was built at Todiwala Road and inaugurated in the year 2005. The Navsarni - Diocesan Pastoral Centre was opened in Sawantwadi much earlier in 1997.
    br>During his tenure of 31 years, around 21 parishes were erected by bifurcating many larger parishes in the Pune and Sindhudurg districts.

    In 1977 the Diocese of Poona was the third largest diocese in India with 11 districts. With the persistent efforts of Bishop Valerian, in view of more effective and better pastoral care of the people, the Diocese of Poona was bifurcated and the Diocese of Nashik was created on 9th June, 1987. Rev. Fr. Thomas Bhalerao, SJ was appointed its First Bishop.

    Due to its distance from Pune and reasons of language and culture, effective pastoral care was proving to be a challenge in the region of Sindhudurg. So on 5th October, 2005, the Diocese of Sindhudurg was created and Rev. Fr. Alwyn Barreto, a priest of the Diocese of Poona, was appointed its First Bishop.

    Education was always a concern very close to Bishop Valerian’s heart and he has put in a lot of effort in establishing many new educational institutions and expanding the existing ones. Besides, a senior college for Commerce was started in Shivajinagar in 1983 and in 1994 it was shifted into a new building at the Bishop’s House campus where it stands today as the Vidya Bhavan College of Commerce.

    Various initiatives of Bishop Valerian in the field of social work deserve much praise. In 1992 he promoted a wing for Social Service for women in the diocese with the name Chetna Mahila Vikas Kendra (CMVK). Later, it became the Poona Diocesan Social Service Society (PDSSS). In 2004, the diocese opened the ‘Asha Kiran’ Jubilee Hope Centre as a care and support centre for patients infected with HIV/AIDS. Medical support and counseling is provided to patients at this centre which is run by the Society of St. Anne Sisters. Financial help is provided to organizations like the Sarva Seva Sangh, John Paul Slum Development Project, Maher and HOPE.

    Sandhya Home for the Aged which was started in 1896, was rebuilt in 1987 by Bishop Valerian who invited the Congregation of St. John the Baptist to look after the house. In 1993 he built the St. Walburga’s Home in place of the old Widow’s Home at Pulgate to accommodate widows and senior citizens and entrusted its care to the Fatima Sisters. The Bishop also introduced the Poor Children’s Fund and scholarships for higher education of poor students as well as the ‘Help a Student Scheme’ in Ratnagiri and Sindhudurg districts to help students complete their professional courses, graduation and postgraduation studies.

    Based on the vision of the Universal Church and the Church in Asia, Bishop Valerian laid emphasis on formation of the Small Christian Communities in the diocese and made it mandatory for every parish with personal supervision.


    Moreover Bishop Valerian has served the Church in various capacities both at the national and international level. He served as the Chairman of the CBCI Commission for Clergy and Religious, Chairman of the CBCI Commission for Women, Chairman of the WRBC Commission for Youth and Vice-Chairman of the Conference of Catholic Bishops of India (CCBI).

    Since September 2000, he was nominated Member of the Pontifical Council Cor Unum.

    He is internationally well known as a retreat preacher having preached retreats and given talks in many countries of the world. His talks and conferences have been broadcast over the EWTN and Radio Vatican. He is the Episcopal Advisor to the National Service Team of the Catholic Charismatic Renewal in India and has been a speaker at every National Charismatic Convention since 1982.

    Bishop Valerian has brought out three books entitled: ‘Love is the only Answer’, ‘Shepherd’s Voice’ and ‘Stations of the Cross’ and 2 audio albums of his retreats ‘Walking in His Light’ and ‘All Glory to God’. Audio Cassettes and CDs of his Holy Week sermons since 1999 have also been released.

    Besides being concerned about his priests and encouraging both religious men and women in his diocese, whom he entrusted with great responsibilities in the educational, social and pastoral fields, Bishop Valerian maintained excellent relations with the various formation houses for priests at Jnana Deepa Vidyapeeth Campus in Pune, and has been involved in the functioning of the two national centres, namely, NVSC and Ishvani Kendra.

    Bishop Valerian started the unit of Conference of Religious India (CRI) and also worked for its revival.


    He took special interest in the wellbeing of his old and retired priests whom he visited regularly. Vianney Home, built in the Bishop’s House campus and blessed and inaugurated on 4th August, 2008, is a clear illustration of his love and dedication for the senior and retired clergy of the diocese of Poona.

While we feel truly proud of Bishop Valerian D’Souza’s caring and able pastoral leadership and thank the Almighty God for his generous services for the Church in India and the society at large, we wish him God’s countless blessings and many more years of fruitful apostolate as a retired Bishop. We also wish Most Rev. Thomas Dabre hearty congratulations, renewed vigour and all the very best in his episcopal ministry and assure him of our prayers and wholehearted collaboration with regard to his Diocese of Poona.

Cordial Greetings from the CBCI Centre, New Delhi!

On 17th March 2009, the Office-Bearers of the CBCI, Cardinal Varkey Vithayathil, Cardinal Oswald Gracias, Major Archbishop Moran Mor Baselios Cleemis and Archbishop Stanislaus Fernandes met at Archbishop’s House, Ernakulam. Among other points taken up and reflected on was the coming elections and the need of a prayer campaign as some have suggested and even started. The Office-Bearers were all in agreement to promote a more intense spirit of prayer during the period of the national elections. They asked me to write to all the members of the Hierarchy to urge the Faithful to pray for a peaceful election process and a favourable outcome that will bring in a government that will uphold the principles of democracy, secularism, human rights, freedom of conscience, etc. as enshrined in the Constitution of our nation.

There are various suggestions, viz. to add a ‘petition’ to the prayer of the Faithful at Mass or the Novena Prayers (Wednesday Perpetual Help novena is widespread). In addition the Faithful may be encouraged to offer the decades of the Rosary in the family and the Way of the Cross on Fridays. Parishes and Communities may organize ‘Holy Hour’, and are encouraged to offer special Masses on the eve or day of the polling in each particular region or state.

This ‘prayer campaign’ should continue till the announcement of results, and thereafter too for good governance. It should make the Faithful aware of their duties and responsibilities as citizens who not only cast their vote but also actively participate in the political life of the local community and beyond to become messengers of hope and peace to the more needy citizens of our country.

The ecclesiastical provisions were made public in Rome on Tuesday, 10th February, 2009, at noon local time, corresponding to 4.30 p.m. Indian time.

1. Most Rev. Ignatius Loyola Mascarenhas, belonging to the clergy of Delhi Archdiocese was born on 3rd June, 1949 at Kadri, Mangalore, Karnataka. After his initial schooling in the Christ King Convent, Tambaram, Chennai and subsequently in St. Columba’s School, Delhi, he entered the Minor Seminary in Ajmer (1966-1969). After completing his Philosophy at St. Pius X College, Goregaon, Mumbai he did his Theological studies at Vidyajyoti, Delhi and was ordained priest on 17th December, 1977 in Delhi. He holds a B.A. in Psychology from Bombay University and a Masters in English from Punjab University as well as a B. Th. from Vidyajyoti Institute of Religious Studies, Delhi.

He has varied pastoral experience of about 20 years in various parishes and missions besides his involvement in educational field. After becoming Secretary to late Archbishop Angelo Fernandes (1978-80), he was appointed Asst. Parish Priest at Prasad Nagar (1980-81); at Rosary Church and Vice-Principal of the Rosary School (1981-85) and Asst. Parish Priest at St. Thomas Church, R. K. Puram (1985-91) during which period he worked also as Asst. Youth Director. From 1992-97 he was made Rector of the Minor Seminary, Vinay Gurukul (Gurgaon) and then appointed Rector of the Major Seminary Pratiksha (1997-2000), and later on, Parish Priest of St. Teresa’s Church, Pushp Vihar (2000-02). After being Asst. Director for Small Christian Communities in 2001, he was soon made Director for SCCs from 2002-06. Meanwhile, he also held the post of the Chairman and Spiritual Director for Delhi Charismatic Renewal Services from 2003-06.

Besides camps and formation programs for children, youth and school teachers, he has been conducting for several years retreats for priests, religious, lay people, youth and children. In 2006, he was appointed Rector of the Krist Jyoti Gurukul, (North-Regional Propaedeutic Seminary) at Kauli (Patiala), which post he occupied at the time of his appointment as Bishop of Simla-Chandigarh. His Episcopal Ordination will take place on 3rd April, 2009, at the Sacred Heart School Campus, Chandigarh.

2. Most Rev. Binay Kandulna, belonging to the clergy of Khunti, was born on 28th January, 1964, at Gondra (Barda), Ranchi, Jharkhand. He did his high school studies at St. Joseph’s High School, Torpa and then entered the St. Aloysius Minor Seminary, Ranchi. After doing his Philosophical studies at St. Albert’s College, Ranchi, and completing his Theology at St. Joseph’s Seminary, Mangalore, he was ordained priest on 23rd April, 1994.

He holds a Doctorate in Canon Law from Urbaniana, Rome. Soon after his priestly ordination, he was made Asst. Parish Priest of Catholic Church, Mahugaon (1994-97). From 2002-04 he held the following posts: Asst. Parish Priest of St. Michael Cathedral, Khunti; Judge in the Regional Ecclesiastical Tribunal, Ranchi; Secretary of St. Michael Middle School, Khunti and Hostel Superintendent of Loyola College Hostel, Khunti.

In 2004, he was appointed Personal Secretary to the Apostolic Nuncio to India and the Kingdom of Nepal, which post he held till the time of his appointment as Auxiliary Bishop of Ranchi. His Episcopal Ordination will be held on 15th April, 2009, at the Loyola Grounds, Ranchi.

The preparations for the Indian Mission Congress: Yesu Mahotsav - Let your light shine, that is to be held in Mumbai this October 14-18, 2009, are going ahead. Fr. Vijay Shantiraj, Secretary, Organizing Committee, has been sending information to all the Bishops. The highlights of the preparation and proposed programme have been presented in a small booklet. The Standing Committee had agreed that the funding for the Yesu Mahotsav should be done locally. At its meeting in September 2008 the Standing Committee further proposed that a one Sunday Mass collection - the first Sunday of Lent - in all the Parishes of India be contributed for the expenses of this programme. Kindly communicate to all your Parish Priests that the collection on March 01, 2009, be made for the Mission Congress. Institutions and Religious Communities may also be asked to make a generous contribution.

Each Diocese should send the collection and contribution received to Msgr. Siluvai Ignaci, National Director, Pontifical Mission Societies, Post Box 4216, No. 10 Ulsoor Road, Bangalore 560 002. The cheque/draft is to be drawn in favour of PONTIFICAL MISSION SOCIETIES FOR INDIAN MISSION CONGRESS.

Rev. Fr. Franco Mulakkal appointed Auxiliary Bishop of Delhi Archdiocese

I am greatly pleased to inform you that His Holiness Pope Benedict XVI has appointed Rev. Fr. Franco Mulakkal, Auxiliary Bishop of Delhi Archdiocese.

The ecclesiastical provision was made public in Rome on Saturday, 17th January, 2009, at noon local time, corresponding to 4.30 p.m. Indian time.

Most Rev. Franco Mulakkal, belonging to the clergy of Jalandhar Diocese, was born on 25th March, 1964, at Mattom, Trichur, Kerala. After his high school at his own native village, he joined the St. Mary’s Petit Seminary at Thope, Trichur. After completing his Philosophy and Theology at the St. Charles Inter-Diocesan Major Seminary at Nagpur, he was ordained priest for the Diocese of Jalandhar, Punjab, on 21st April, 1990, at St. Thomas Forane Church, Mattom.

He holds a B.A. from Nagpur University, M.A. in English Literature and another in Sociology from Guru Nanak Dev University, Amritsar, Punjab as well as a Doctorate in Moral Theology from Alphonsian Academy of Lateran University, Rome.

He served the Diocese of Jalandhar in various capacities. Member of Staff of St. John Mary Vianney Minor Seminary, P.R.O., Secretary of the Priests’ Senate, Diocesan Coordinator of Small Christian Communities, Director of Diocesan Pastoral Centre, Parish Priest of Khanuwan (1990-1997), Financial Administrator of the Holy Trinity Regional Major Seminary, where he also was Professor of Moral Theology (2001-2007). From 2003-2006 he served as National President of Apostolic Union of Clergy.

Besides being International Counsellor of the Apostolic Union of Clergy he was appointed Treasurer-cum-Animator of the Apostolic Union of Clergy (Rome), in June 2007, and Consultor of the Pontifical Council for Inter-Religious Dialogue (2008), which posts he occupied at the time of his appointment as Auxiliary Bishop of Delhi Archdiocese. His Episcopal Ordination will take place on 21st February, 2009, at the Sacred Heart Cathedral premises, Delhi.

I am much pleased to inform you that His Holiness, Pope Benedict XVI has appointed Rev. Fr. Francis Kalist, Bishop of Meerut. The Holy Father has simultaneously accepted the resignation of Bishop Patrick Nair, who has served the Diocese of Meerut with great pastoral zeal. This 76 year old prelate exercised his episcopal ministry for long 34 years.

The ecclesiastical provisions were made public in Rome on Wednesday, 3rd December, 2008, at noon local time, corresponding to 15.30 hours Indian time.

Most Rev. Francis Kalist, belonging to the clergy of Meerut Diocese, was born on 23rd November, 1957, at Ritapuram, in Kottar Diocese, Tamilnadu. After his studies in St. John’s Minor Seminary, at Sardhana, Meerut, he completed his Philosophical and Theological studies at St. Albert’s College, Ranchi and was ordained priest at Ritapuram on 30th December, 1982.

He served the Diocese of Meerut in various capacities: Asst. Parish Priest at Sacred Heart Church, Roorkee, (1983-84) and at St. Pius’ Church, Bachraon (1985-88). After being made Priest-in-charge of St. James’ Church, Sirsanal (1989-90), he was appointed Parish Priest of St. Paul’s Church, Christ Nagar, Ghaziabad (1991-96) and later on of St. Francis’ Church, Swar (1997-98). Subsequently, he was made Rector of St. John’s Minor Seminary, Sardhana as well as Administrator of the Shrine of Our Lady of Graces, Sardhana (1999-2002). Since 7th June, 2002, he was appointed Rector of St. Francis Xavier’s Regional Major Seminary (Philosophate) at Etmadpur, Agra, till the time of his appointment as Bishop of Meerut Diocese. His Episcopal Ordination will take place on 8th February, 2009, in Meerut.

Most Rev. Patrick Nair, born on 15th August, 1932, was ordained priest on 3rd October, 1959. Appointed Bishop of Meerut on 5th April, 1974, he was ordained Bishop on 2nd October, 1974. These 34 years of his pastoral governance of the diocese are marked with a remarkable growth in evangelization of the diocese. As a caring and wise shepherd, he led the faithful and the religious by the witness of his personal life. His loyalty to the Church and her teaching, love for prayer, simple life style and, above all, his integrity of life were indeed a source of inspiration and strength to one and all in the diocese.

To make his episcopal motto ‘Tera Rajya Ave’ come true, Bishop Patrick had a clear vision of expansion of mission in the villages, with a desire that the Kingdom of God be experienced by the people through the presence of the missionaries. He also sought the co-operation of many religious congregations of men and women to work in his diocese. We can proudly say that today there are in Meerut about 45 religious priests and 700 sisters and 35 religious brothers. His trust in the Divine Providence was tremendous and as such he insisted in life of poverty and detachment for the priests and religious.

He worked laboriously to spread the Gospel in the interior villages through the means of education by opening many schools throughout the diocese. At present, besides one Degree college and one B. Ed. college, there are 76 intermediate and high schools, 91 primary schools. The 45 Hindi medium schools gradually became the seedbed of many local vocations.

The children of the poor and underprivileged are specially cared for. With this particular concern in view, a Diocesan Higher Education Scholarship was set up with the help of many religious congregations/institutions. In the realm of Healthcare and Social Development, the Diocese is equipped with 30 medical institutions and a flourishing Social Work Centre named ‘Meerut Seva Samaj’. Through various Commissions in the diocese Bishop Patrick tried to build up a vibrant Christian community.

While we feel truly proud of Bishop Patrick Nair’s caring and able pastoral leadership and thank the Almighty God for his generous services for the Church in India and the society at large, we wish him God’s countless blessings and many more years of fruitful apostolate as a retired Bishop. We also wish Most Rev. Francis Kalist hearty congratulations and all the very best in his episcopal ministry and assure him of our prayers and wholehearted collaboration with regard to his Diocese.
